From here... to a New Rector
This is a synopsis of the PowerPoint presentation given by the Interim Rector at a meeting of the congregation, November 2, 2008.
The steps to be taken
1. Develop a Self-Portrait
- Potential candidates must have a means of learning who we are
the portrait must be attractive
but it must also be accurate
- Midwinter 2008-9: review the results of today’s exercise; approve a series of statements (about St. Luke’s)
- Corporation appoints a committee to prepare a written “Parish Profile” based on this work
- The Profile will describe the parish, and put certain questions to potential applicants
- April-May 2009: we approve the Profile in a session like this
2. Notify the Canadian Church
- The Bishop’s office sends out a notice that the position of Rector of St. Luke’s is available;
(Late Spring, 2009)
- Inquiries come in
- inquirers are sent the Parish Profile.
- Applications are submitted to the Bishop, along with Resumés and answers to our questions
(deadline for Applications: Fall, 2009)
3. A Short List is created
- The Bishop forms an Advisory Committee to shortlist the applications Fall, 2009
Membership:
- St. Luke’s Wardens
- The Archdeacon
- Two outside lay persons (Synod Delegates from other parishes)
The Bishop is convener and chair
4. The Canonical Committee
- Put in place by the Bishop
For membership, see: “Composition of the Canonical Committee” below:
- The Canonical Committee sets up and conducts Interviews with applicants on the Short List
(Winter, 2009-2010)
- The Canonical Committee may:
- reject everyone on the Short List and ask for more
- ask specific individuals to submit an application
(which must then be reviewed by the Bishop’s Advisory Committee)
- After all interviews are done, and the Canonical Committee agrees on a candidate…
5. The New Rector is Appointed
- The Bishop phones the successful candidate (and the unsuccessful ones) (Spring, 2010)
- The Bishop will not refuse the person chosen by St. Luke’s Canonical Committee
- There will have to be a period of “notice” in the current parish of the successful candidate
- If the new Rector has school age children, he or she will likely not come until the end of term, 2010 possibly even after Summer vacation, 2010
- The Interim Incumbent stays until the new Rector arrives, whenever that is.

This is the phase we’re now in
It will last until Spring, 2009
- The other steps - getting applications, short-listing, interviewing, and appointing, may go much more quickly than is suggested here.
Composition of The Canonical Committee
According to Diocesan policy & bylaws (canons):
– The bishop “calls into being” the Canonical Committee
– It must consist of the two Wardens and the three lay delegates to Synod
– the Canonical Committee has not yet been “called into being” by the bishop
– this will be done after the Short List has been created
in 2009…
Following St. Luke’s current practice of 2 year terms for each person in office, persons appointed in the Spring of 2008 remain in office automatically in 2009. Thus some of the membership of the Canonical Committee, if it is “called into being” as expected in 2009, is already known:
- Susan Tinsley, Rector’s Warden
- Joanne Tapscott, People's Warden
- Marilyn Jackson, Synod Delegate
- Doreen Blackman, Synod Delegate
- and one person to be elected in February 2009
